His extensive background includes a focus on the post-acute segment for the last twenty years, where he has dedicated himself to establishing superior support structures for providers that enable high-quality care delivery. Louis has held the position of CEO at Encompass Health Rehabilitation hospitals of Petersburg and University of Virginia, Arboreta Healthcare, Inc., and Saint Luke’s Bishop Spence Place. Additionally, he has served in key executive roles such as Vice President of Post-Acute Networks for Reliant Post-Acute Care Solutions, Vice President of Post-Acute and Hospitals for Wellmont Health System, and Regional Executive Director of IPC, The Hospitalist Company.

Dr. Garland is a board-certified internal medicine specialist, bringing over 25 years of diverse experience in clinical and administrative care. Having provided exceptional healthcare across clinics, hospitals, rehab facilities, long-term care facilities, and even home settings, he has also successfully managed his self-owned practice in addition to leading multi-care practices in large healthcare systems nationwide. He is passionate about creating innovative platforms for quality care.
Dale brings over three decades of healthcare leadership experience to UltaCare Medical. Dale is a seasoned executive with a track record of driving financial performance, operational efficiency, and business growth. He has led financial turnarounds and spearheaded cost-saving initiatives that generated millions in annual savings. He has also played a key role in mergers and acquisitions within the post-acute sector. Dale has served as CEO for Encompass Health Rehabilitation Hospital, COO of Arboreta Healthcare, Market CFO at Ballad Health, CFO positions with Wellmont Health System, and healthcare consulting roles. His expertise in revenue cycle management, financial planning, and strategic expansion will be instrumental in strengthening UltaCare Medical’s financial foundation and positioning us for aggressive growth.

Dr. Anna Cook, DNP, APRN, PMHNP-BC, CNS is a doctorally prepared Psychiatric Mental
Health Nurse Practitioner with over 15 years of experience in psychiatric and medical care across inpatient, long-term care, residential, and consultative settings. She has practiced as a PMHNP since 2015 and is dually certified as a Psychiatric Mental Health Nurse Practitioner and Adult Clinical Nurse Specialist.
Dr. Cook earned her Doctor of Nursing Practice in 2019 and has extensive expertise in geriatric psychiatry, complex medical-psychiatric comorbidity, and the management of psychotropic medications in long-term care and assisted living environments. Her background includes leadership roles involving clinical oversight, provider training and supervision, compliance with CMS and regulatory standards, quality improvement, and interdisciplinary collaboration.
As a former practice owner and regional clinical leader, Dr. Cook brings a strong operational
perspective, with experience in developing clinical protocols, auditing documentation,
supporting provider performance, and partnering with facility leadership to improve patient outcomes. She is known for her evidence-based, patient-centered approach and her commitment to ethical, compassionate, and high-quality psychiatric care across systems of care.
Stephanie Carmichael, FNP-BC, PMHNP-BC, WCS is a triple certified Nurse Practitioner. She has been in the medical field for 30 years. She started as a critical care RN and returned to school in 2008 to get her FNP. She was a hospitalist for several years and then landed in long term care, where she quickly identified a need and fell in love with the population. She got specialized training and certification for wound care and became a wound care specialist in 2016. After realizing that the long term care population had many residents with severe mental illness, she returned to school to obtain her Psychiatric and Mental Health Nurse Practitioner Post Masters Certification.
Stephanie prides herself in the management of psychotropic medications in long-term care setting. She understands the complexities and great need for compliance with CMS and regulatory standards, quality improvement, and partnering with our facilities to reach the highest level of care for their residents.
She has served as a Regional Preceptor and understands that training, and ensuring that all providers are supported well, is the foundation of providing excellent care to residents. By utilizing evidenced based practice and focusing on quality of life, Stephanie ensures the team at UltaCare delivers the most compassionate care possible.
